Parking meter display blue in NYC #110

Some parking meter are blue in NYC ( they display price on spot detail ) Exemple on : Corner of Ann St and William St

I investigated this issue today -- the slot shows up gold (proper) when the Commercial Permit switch is OFF in settings. The slot changes to blue when the Commercial Permit switch is ON.

Expected behaviour: when the Commercial Permit switch is OFF, the slot should not be showing up at all. When the Commercial Permit switch is ON, the slot should be showing up in gold.
