Update Blender Python versions #648

Update for Blender 3.1+ to look for Python 3.10 rman libraries.

Do you know when Py3.10 be officially supported?

Hi @mmdanggg2,

We're planning on adding python 3.10 support in RenderMan 25. When that happens, we will drop Blender 2.83 since it will be out of support officially by the Blender Devs. For now, I won't merge in your change as that part of the code will need to be rearranged a bit, since we won't need python 3.7.
