Change Order of Bookmarks #357

User should be able to change the order of bookmarks like with sequenced bookmarks. This issue consists of the following tasks:

[ ] Apply the same functionality to shift sequenced bookmarks up or down to ordinary bookmarks
[ ] When shifting them up or down, the hierarchical structure must be considered. It should also be possible to move entire groups.
[ ] In a later version it should work by drag and drop.

I need some clarification about how the hierarchical structure should be considered.

What should happen when the uppermost bookmark in a group is moved upwards? a. Nothing. b. It is moved out of the group and placed above the group as a single bookmark. c. It is moved into the group above its current group IF there is a group above. If there is no group above it will not be moved. d. Like c, but if there is no group above its current group, the bookmark is moved above its group as a single bookmark.

@chris-traxler or @gpaar could you clarify?

d. would be the most adequate. It shall also be possible to drag and drop bookmarks and groups - this may even replace the moving up and down button which makes the spec and look-and-feel more straightforward.

For groups that are moved: All members shall remain in the group in their given order
