Die Kapitel Technische Infrastruktur und Kommunikation sollten sich stärker aufeinander beziehen. Konkrekt noch offen:

Grundsätzlich verlinkt Kommunikation (was?) noch gar nicht auf Infrastruktur (wie betreiben?). Die Frage nach selber-hosten/open source wird an anderer Stelle behandelt, darauf sollte verwiesen werden.
