Add Quantum Entanglement Implementation #51

@proRamLOGO , in this issue, I shall add code implementation for Quantum Entanglement in Q#'

The previous PR was not satisfactory and hence in this issue I shall rectify my subminimal work by adding proper implentation of Quantum Entanglement with a proper program file and driver function code files too!
