Expiry date / times needs a datetime picker #61

As a traffic log admin I want to pick a date and time from a popup so I can
easily enter expiry dates for new spots.

Currently there is a freeform text field and no explanation of what format
is required.

Maybe code from the Django admin datetime field editor can be copied over?
