Add sanity to the poorly formatted State.pyx

• Eliminate 2, 4, and 5 space indentation in favor of 4.
• Eliminate 80+ char-width to 80.
• Add double space between (most) TLDs to reduce density of the code.
• Other various formatting fixes.

Tests using crosscat pass in crosscat, bayeslite, cgpm.
