Add specs for application config.edn file #26

Motivation

The application config.edn file is getting more complex with settings for the data and model along with settings for choropleths and the remote query web server. There is no single place where all these settings are documented. They are partially documented in some example config.edn files in the repo.

Potential solution

Creating a spec with ample comments would serve as documentation for new IQL users and also new developers.

There are specs for the config in iql.viz.stream. They mostly cover the config in iql.viz and could simply be copied over.
