RFM19 first draft version. Any early feedback on the report is welcome! 😀

This early draft is still far to be complete, I will recompute all plots with more data to gain accuracy. I will need to update all numerical values in the report. There are some [FEEDBACK WELCOME] mentions in the report, where I am not sure the phrasing is clear.

The python scripts are still not ready for review, and will be updated to parse more data.

This PR is going to be updated as I continue working on it.

I haven't followed your discussions on this PR. If I should chime in somewhere just give me a pointer 👍

Other than that, is there something that's blocking a merge? :)
