add block arrivals report base + methodology #118

Description

Adds the basic report for Ethereum's block arrival times. Includes also a small methodology.

PD: let me know if there are any changes that could make it better; the methodology might be a bit too "casual"?

One other question: how do we plan to have these reports displayed? Is it going to be a report per week? Or are the plots going to update daily? Or do we have this as a one-off report here and figure out continuation later? If we have one report per week, then we might want to exclude the dates and use this as a template to build the report every week.

That is a great question, but I didn't have anything in mind about time ranges for the reports. I thought about continuing with weekly reports just to have some consistency with the DHT reports (also because there are already time distributions), but I have no strong opinions on the matter.

I thought about making the "report" as more template-looking as possible, but it could be adjusted once it's automated.

Ok, makes sense. We'll then have to make the side bar similar to the weekly reports with a drop-down, then the link to the methodology and then a report for each week. @kasteph could take care of plugging things together? I guess we'd have to exclude this particular one, as it's just for two days, but let's see.

Let's discuss this during CoLo tomorrow to make decisions and move on.
