Update structure #93

Regrouped IPFS metrics under an IPFS section, and created an Ethereum section.

Merging this PR will be painful because automations keep pushing content in the old structure.

I realized that the start and end dates for each report are missing, I added them in the report template, but they aren't shown on the website yet.

Because these are weekly reports, the YYYY-WW uniquely identifies the report, and is shorter than YYYY-MM-DD. If we go by YYYY-MM-DD, we can set the date to be the first day of the week (Monday), but it could also be confusing given that the data is gathered during a week.

I agree that it is currently confusing because there are only two reports: 2024-02 and 2024-09. But when reports will be generated weekly, the linear sequence should make it clearer.
