Adapt to defmt 0.3 'Rzcobs' encoding to fix #26.
Support the new defmt 0.3 DEFMT_LOG environment variable.
Catch target-side log::error!() and display as client-side message.

Depends on the changes in probe-rs-debugger PR #895
