Update node and npm to minimum supported version

Thanks very much for the contribution and my apologies for not being able to get to it until now.

Given that Probot itself hasn't updated to require version 8 of Node and most of the code run by this app is in Probot, I'd say that this is a risky change. I'll keep it in mind for something to work on though.
