[WIP] update to use latest probot standards #4

Trying to update this to latest probot conventions. Some of the original code was rather superfluous/hard for me to follow, so I'm not 100% sure I'm imitating the original structure correctly.

Still haven't really tested this beyond npm start without errors, but thought I'd open the PR early in case of any feedback or obvious issues.
