Now that Actions support has been added to this repository, we can replace the travis CI dependency with the GitHub Actions workflow.

Someone who is a repo owner (@gr2m ?) will need to configure the protected branches checks though. I'll leave this open for the time being.

(META: Might be worth configuring probot-setting (how meta) so we can programmatically manage those?)
