Multiple policies/configurations? #303

Is there a way to provide multiple configurations or multiple app instances for the same repo? Depending on labels present, we'd like to use different policies. For example, if an issue is labeled with 'more info needed', we'd close it with a related comment. If an issue is labeled with 'Feature Request', we'd add a 'more votes needed' label, and close with a different comment.
