[FEAT] Enforce specifying the version of the used tool/lib in the BUG template

Is your feature request related to a problem? Please describe. Currently, we don't ask the user to provide this information, which makes the debuging harder. For instance, in https://github.com/process-analytics/bpmn-visualization-js/issues/2245, if the user didn't have provide information in another issue, it would have been longer to understand what was going on.

Describe the solution you'd like Add a field in the "To Reproduce" paragraph

Additional context To be done in all repositories including these that override the defaults from the .github repository
