Remove Processing anniversary from homepage #329

The homepage still has a call to action for the 20th anniversary celebration in 2021. This should be replaced with an announcement of the Processing 4 release.

The text itself is in the participateP1 string for the English version
In the Spanish text, the participateP1 string is about the PCD (duplicate of the announcementText string)
