Bump Erlang/OTP to version 24.3.4.4 to fix #3901

Also updates:

OpenSSL 1.1.1o -> 1.1.1q
Elixir 1.13.4 -> 1.14.0
WebP 1.2.2 -> 1.2.4
SQLite 3380500 -> 3390300

Coverage remained the same at 33.419% when pulling 5bb4731bc1a6f9726bdcf379d57cc925812feaae on nosnilmot:bump-dependencies into b017207ac1ec9365ded321dd213e6eb7aca49634 on processone:master.

By the way, bumping to OTP 25.x would require bumping the minimum glibc version from 2.17 to 2.18. The one currently still supported distro release we'd lose that way (that I'm aware of) would be RedHat/CentOS 7.
