offline_hook is not working when a file message is sent #3969

ejabberd version: 22.10
Erlang version: V13.1.3
OS: Windows 10
Installed from: Docker(ejabberd/ecs)

offline_hook is working only when a text message is sent, but I do not have any logs in the console in case I send a file message and the receveir is offline
