Just my two cents: I presume @ryancramerdesign would not like to spend too much time on such a project but he might find it fruitful to organize a team of dedicated frontend masters who could turn it profitable for all parties.
Personally I would like to use such a theme, btw.
The concept of making PW "themeable" like other content management systems has been discussed on the forums over the years with a general bent against this feature (myself included). The direct reason against such a feature is that PW is markup agnostic and putting time into this feature would take away from PW's fundamental principles. Understandable.
While on a personal level I would most likely never use such a feature, it could however open up ProcessWire to a crowd that is less developer oriented (pro or con, you decide).
One way to model such a feature (specifically FrontendThemeUikit), would be to draw heavy inspiration from YooTheme Pro (which is a plugin for both WordPress and Joomla). As you may already know, YooTheme is the company behind UIkit and if you've ever used YooTheme Pro, you'll gain a deeper understanding as to why UIkit is structured the way it is. Ultimately, YooTheme Pro demonstrates the perfect use of UIkit in a "point-and-click" way.

Perhaps FrontendTheme would be a core module (disabled by default), and FrontendThemeUikit could be a premium module.
Note: I'm not necessarily advocating this feature here, but just continuing the discussion, looking at it with a fresh pair of eyes.
