Add actionable LICENSE file to repository #8

The readme says the ontology is licensed under CC BY 4.0 but there's no LICENSE file so GitHub can't report this. It would be good to add one, I can send a PR.

@schaferw not sure why you closed this, the PR #9 wasn't merged and there isn't another commit creating a LICENSE file.

@cthoyt reopened the issue and will discuss with Oliver. Not entirely sure why this is a PROCO issue as it involves OBO metadata on the OBO github...

@schaferw you should have a license in the github repo that is consistent with the obo metadata. I recommend merging #9

Thanks for the comment. We believe this was resolved before OBO accepted PROCO. The additional disclaimer text was moved to a comment added to the ontology itself leaving a valid URI for the license term. We will wait to see if this is not the case and then close the issue as it should have been at the first release.
