Fix Ruby 2.7 in CI #390

Seems that GH has updated the ubuntu-latest image so that our deps for the 2.7 test runs no longer compile (as seen in recent PRs like #389). I pinned the 2.7 run to ubuntu-20.04, which seems to work.

There's a stuck "test (2.7)" job, but I'm hoping that's just some cached weirdness.

Thanks @jmeridth! I'm hopeful all those stuck jobs are simply cruft from all the job changes in this PR...

Yeah once this merges I'll changed required commit statuses to the new ones.
