Explain "#TODO" comments #128

I'm seeing student code with TODO comments next to working code which does the thing referenced by the TODO, which indicates the thing has been "done" and therefore the "TODO" is no longer necessary.

I realize I've been including TODO comments in the starter code without first explaining the concept of a TODO. So I should explain it better in the future.
