Some models don't use hours at all. Allow these to be removed on a package by package basis.

I think in reality it may just be display rather than storage for this one. Retrofitting may be too hard...

This is now complete. A new Boolean field in WorkPackage, show_percentages decides whether the views should show hours or percentages (defaults to True).
