Todd: What browser and OS are you on?
On Safari, I can only replicate this behavior if I click on the tab. If the tab is highlighted, then it cycles through the tabs. If I click anywhere else on the page, up and down work as expected.
I am using chrome.
If a tab is highlighted, up /down cycles through the tabs. This is unintuitive.
I am happy to report that this is now fixed. We had to hack jquery ui to make it work!

Whiteboard is great! However there is an issue that's bugging me...
When you open a page on white board a click on a tab such as on http://whiteboard.sv.cmu.edu/pages/msp_task1 When you press up or down after this (such as to scroll through the tab you just loaded) it cycles through the tabs, instead of scrolling down the page.
I feel that this is unintuitive, and i've run into it a number of times. I'm not sure if this is a bug or a requirements flaw. It is fairly annoying, and I think it can/should be corrected.
