Mass assignment protection (using strong_parameters) for effort_logs, effort_log_line_items, job_employees, job_supervisors, peer_evaluation_learning_objectives, peer_evaluation_reports, peer_evaluation_reviews

Bug fix in the jobs_controller: previously could not delete ALL employees from a job once any employees had been added
