Downgrading now works (NATIVE_FIRM properly reinstalled) #13

Users that downgraded w/o this pull request weren't actually installing NATIVE_FIRM, and as a result, got "frankeinstein" systems (updating/downgrading again should fix the issue). This is because AM_InstallNATIVEFIRM does an extra check against downgrading; AM_InstallFIRM doesn't have this check.

Requires ctrulib >= 59c62c45.

IMPORTANT NOTE: This was not tested on N3DS; it'll probably still brick.

I explained this on IRC already. The bricks are caused by the N3DS only stub titles. I don't know what's up with them that causes the install fail. The error code i have seen says the title already exist.
