Use local bootstrap JS instead of CDN #148

In production mode when assets are precompiled, the bootstrap functions don't exist yet at the time they are called. Using the min file, like the app already does with jquery-te solves this issue.

@trooney-himama @sweetyclem merged, but I won't release version until early next week, as I'd like to review other PR first. I'll do that over this weekend
