AE submission page and clarification of requierments for badges #34

Extracts the details on the submission process into its own page
Clarifies that badges are cumulative, so the Reusable badge entails that the artifact is also Functional and Available
Adds to the requirements of the Available badge, that artifacts can have embargoed or restricted access

Yes! :) As I understand your latest changes you only added newlines after headings and before lists, right? If so, I can resolve the conflicts and review the pages again.
