Upgrade Civix 23.02.1 #34

Hello @jmcclelland

I have updated the civix structure to format 23.02.1, compatible with php 8.1 and Civi 5.69.

Also I adapted a tpl since smarty3 returns a fatal error when scanning the QR, the problem was a if. This is the related error:
