I think that this is not going to be happen, because +a and +q aren't supported in all networks and same thing is always said when someone asks about this at IRC.

Remember the CHANPREFIX too.

This might be possible if the bot checked for PREFIX and CHANMODES, but how would the commands be named as q for quiet is owner elsewhere.

Since 2014 I have became active user of a network actually providing these two and I am wondering if this depends on IRCv3 named modes, but I cannot find what is their situation anywhere.
