Channel Alert says to alert #channel,ops how about also alerting #channel,halfops? #1459

I have recently been seeing a lot of halfops (and networks supporting them) around and I think channel alert should additionally check for #channel,halfop capability as at times the issue is something halfops may be able to handle.
