AttackProtector: understand netsplits even a little #263

When netsplit is over, please don't track for join floods in some time. We emptied one channel a little by having Limnoria set +i, but hopefully people will return.

AntiSpamMeta solves this by it's netsplit mode 2015-01-13 23:32:12+0200 <+AntiSpamMeta> Entering netsplit mode - JOIN and QUIT inspection will be disabled for 60 minutes.
