LinkRelay/Web relays long message causing Excess Flood / disconnect from network

When the same bot is relaying a channel and has plugins.web.titlesnarfer is set to True, long titles result into Excess flood on the other side.

I don't know which plugin causes these continuations, but I don't think they should happen in this case.

The current (running) version of this Limnoria is 2019.05.28, running on Python 3.6.8 (default, Jan 14 2019, 11:02:34) [GCC 8.0.1 20180414 (experimental) [trunk revision 259383]]. The newest versions available online are 2019.05.28 (in master), 2019.05.28 (in testing).
