LinkRelay: Add support for RELAYMSG #338

I'm not a big fan of this spec, but some communities are, so let's add configurable support for it as soon as there is a published vendored spec. Currently there is a draft here: https://github.com/ircv3/ircv3-specifications/pull/417

Requirements:

  1. published spec (probably vendored)
  2. guarantees that receivers don't get a spoofed NUH that could be used to impersonate users
  3. ditto with account-tag
