Determine "bot user" conventions and standard dotfiles / configuration files respository #2

Coming up with a bot user that everyone sets up and knows how to interact with. Probably this user shouldn't ever have an SSH key pair except when it's deployed to systems that aren't connected to the internet.

When https://github.com/vkottler/dotfiles/issues/9 is complete, use https://github.com/vkottler/rcmpy to create a data repository for common organization dotfiles and configs (probably my personal versions of them to start)
