Create opc-plc-demo.md #55

Doc changes to go along with PR for updated OPC UA demo using OPC PLC servers instead of having the user build .NET OPC UA servers.

This would resolve the existing issue #526.

Open to feedback on simplifying/improving this doc!

@yujinkim-msft , can this modify the previous demo file so it is easier to track the changes? Looks like it is the same demo besides server set up so should ideally replace the old one.
