New Skill: Internet Uptime Tracker

As I sometimes got some internet issues, I will implement an uptime tracker as next skill. If somebody is faster - feel free ;)

Basic Idea:

• Ping configurable IP(s) every x Minutes
• Store results in telemetry

Additional:

• Scenario Events: Down, Up
• figure a way out, how to display the graphs (telemetry update?)
