Crashlist feature #27

As an instructor, I can elect to allow any GitHub user with a valid email suffix to join my organization and have them be added to a "crash" list. At some point later, I can upload an official, final roster, which converts any users on the "crash" list to full students. I can also choose to suspend all users on the "crash" list not in the official roster, at which point those users become "external collaborators" to the organization.
