Optionally build coefficients for max level as in the C++.
[x] update dense block generation and dependent golds
[x] implement apply fmwt using dense blocks
[x] optionally use dense blocks for transform in coefficient generation
[x] use coeff re-chaining in adaptivity for TI matrices instead of regeneration.
[x] apply FMWT by blocks elsewhere in the code (forward transform, forwardMWT, md_eval, old matrix functions, boundary, realspace).
[x] regenerate golds for affected C++ components (boundary, transform, coefficients, time_advance).
