generate docs with Sphinx #12

There's presently no standalone docs (ie. docs that aren't comments / docstrings) to generate 😭

sphinx autosummary handles that case, it looks like http://sphinx.pocoo.org/ext/autosummary.html

I'll bring the docs folder back when I'm ready to address this
