[ICD] Add LIT ICD reference app for tests and certification

Feature description

Add a reference example app for the LIT ICD device type. This will allow us to run integration tests with an example that implements the LIT ICD requirements.

The 'lit-icd-app' app is currently not available in the latest image, this affects the below mentioned list of Test Cases

• TC-ICDM-1.1
• TC-ICDM-2.1
• TC-ICDM-3.1
• TC-ICDM-3.2
• TC-ICDM-3.3
• TC-ICDM-3.4
• TC-ICDM-4.1
• TC-ICDM-5.1

Issue has been resolved in latest image Version: 2.10-beta2+spring2024 Sha: 7682985
