[Bug] [TC-CADMIN-1.24]The DUT that support Ble-thread failed in the step 1 when testing CADMIN in UI.

Describe the bug

When running the test case TC-CADMIN-1.24，the step 1 "TH_CR1 starts a commissioning process with DUT_CE" was failed, but the step "TH_CR1 commissioned with DUT_CE" was passed. The command "pairing code" can be used to join a device that already exists on an IP network to a new fabric, but it is invalid for a thread device that does not already exist on an IP network.
