[Bug] Commissioning error occurs with TC-OO-2.4 (Semi-automated). #310

Describe the bug

When I run the following test, an error occurs. Commissioning was successful with TC-OO-1.1 but failed with TC-OO-2.4. image

Steps to reproduce the behavior

Only SDK YAML Test was performed.
