[Feature] Provide an integrated IPC/WebSocket API for Matter Controller #34153

Feature description

It would be great to provide some kind of IPC API (websocket for instance) for Matter Controller apps so that it would be possible to implement this feature in other environnements such as Java, etc. Some projects such as Home Assistant Python Matter Server are existing but they are relying on a Python runtime which may be not available or possible to deploy on all targets.
