Add missing namespaces to semantic-tag-namespace-enums.xml #34700

Now that we have a way to represent global enums in XML, we should add any missing namespace enums to semantic-tag-namespace-enums.xml.

Things to do are

[ ] Add any missing enums defined in the namespaces document to the semantic-tag-namespace-enums.xml
[ ] Add a Namespaces enum that holds the IDs of all the namespaces.
