Description:
After commissioning and prior to opening the basic commissioning window, it needs to discover any existing fabrics that aren't its own, and then remove them to make room for the additional test fabrics. Similar to RR-1.1
Matter Test Harness 1.2 - This test case will fail for all DUT's which have existing fabrics.
