Quota computations incorrect in multi-cluster mode #152

The quota calculation code in selectForDispatch needs to be adjusted to correctly handle multi-cluster scenarios.

@atantawi -- not clear how pressing this is, but @tardieu and I agreed we'd go ahead and merge the multi-cluster changes and just open an issue about updating the quota tracking logic so we remember it needs to be dealt with at some point.
