Implement convenient syslog senders for IPF

This PR implements two syslog senders for IPF:

• a TCP syslog sender, using regular sockets instead of TLS ones;
• a memory syslog storage, using a size-limited FIFO queue.

These syslog senders should only be used for debugging and in development mode.
